Job Description

About Crockett Facilities Services

--------------------------------------

For 25 years, CFSI has been the mechanical and facilities partner that Mid-Atlantic building owners and property managers trust to keep their commercial properties running. We're extending that same standard into plumbing — giving our existing HVAC and facilities clients one point of contact, one contract, and one team they already know. The Plumbing Service Manager is a foundational hire for this new division: the first line of leadership between our field crews and the Director of Mechanical Services, and a driver of the division's growth into our existing commercial client base.

Job Summary

---------------

The Plumbing Service Manager is responsible for the day-to-day leadership, coordination, and performance of CFSI's commercial plumbing service and preventive maintenance operations across the DMV region. This role runs crews as a working Foreman or General Foreman under the UA Local 5 agreement, ensures work is executed safely, on code, and to CFSI's quality standard, and works directly with the Director of Mechanical Services to grow the plumbing division — including bidding new service agreements and cross-selling plumbing into CFSI's existing HVAC and facilities contract base.

Key Responsibilities

------------------------

*Leadership & Crew Management*

  • Supervise and direct journeyman plumbers, apprentices, and helpers assigned to plumbing service crews, consistent with the UA Local 5 crew-ratio and Foreman rules.
  • Recruit, onboard, and mentor journeymen and apprentices as the division grows; identify skill gaps and coordinate additional technical training.
  • Run no more than 10 employees per Foreman assignment, per the Local 5 Agreement; escalate to General Foreman staffing when a job carries more than one Foreman.
  • Conduct regular crew meetings covering safety, code updates, operational priorities, and performance feedback.
  • Serve as the on-call escalation point for after-hours emergency plumbing service across the DMV region.

*Service Operations & Scheduling*

  • Coordinate with CFSI's dispatch and scheduling team to balance preventive maintenance, demand service, and emergency calls across the plumbing crew.
  • Optimize crew utilization, response times, and routing to meet service demand and productivity targets.
  • Ensure service calls and PM visits are completed accurately, on time, and to CFSI's documented standards.
  • Integrate plumbing dispatch into CFSI's existing HVAC scheduling platform to avoid duplicate systems and overhead.

*Quality, Safety & Code Compliance*

  • Ensure all plumbing and gasfitting work complies with applicable jurisdictional code (DC, WSSC, Maryland, Virginia), manufacturer requirements, and CFSI policy.
  • Enforce OSHA and jobsite safety requirements, including PPE use, job hazard analysis, and incident reporting.
  • Review work order documentation, camera inspections, and job files for accuracy and completeness before close-out.
  • Maintain licensing compliance for the crew — track journeyman license status and renewal deadlines across all four DMV jurisdictions.

*Business Development & Growth*

  • Partner with the Director of Mechanical Services and CFSI's Business Development team to bid and price new plumbing service agreements, including bundled HVAC + plumbing contracts.
  • Own technical scoping and estimating for plumbing proposals — site walks, material takeoffs, and labor estimates.
  • Work directly with HVAC technicians and account managers to convert plumbing issues flagged on existing HVAC service calls into signed plumbing work.
  • Track and report on cross-sell conversion from CFSI's existing HVAC and facilities contract base — the primary growth channel for the plumbing division.
  • Represent CFSI plumbing capabilities in client-facing meetings with property managers and facility directors.

*Customer & Internal Coordination*

  • Act as the escalation point for customer concerns related to plumbing service quality, responsiveness, or crew performance.
  • Collaborate with sales, accounting, and facilities operations leadership to support customer relationships and division goals.
  • Support crews in resolving complex technical issues in the field.

Accountabilities

--------------------

*Stakeholder*

  • Plumbing division annual budget and revenue growth goals.
  • Crew utilization and productivity.
  • Journeyman and apprentice retention.

*Customer*

  • Customer satisfaction goals.
  • Service contract retention rate.
  • On-time completion rate for service calls and PMs.

*Growth*

  • Cross-sell conversion rate from the existing HVAC/facilities contract base.
  • Win rate and margin on bid/proposed plumbing service agreements.
  • Progress toward the division's Year 3 revenue target.

*Learning & Development*

* Achieve annually assigned learning and development goals for self and crew.

Qualifications & Experience

--------------------------------

  • Current Journeyman Plumber license in one or more DMV jurisdictions (DC, WSSC, Maryland, Virginia); multi-jurisdiction licensing strongly preferred given the lack of reciprocity between them.
  • Meets UA Local 5's Foreman qualification — completion of the certified joint Association/Union Training Program, or equivalent documented experience recognized by the Local.
  • Minimum 7–10 years of commercial plumbing/gasfitting experience, including prior crew lead, foreman, or supervisory experience.
  • Strong working knowledge of commercial plumbing systems, backflow prevention, gas piping, and preventive maintenance practices.
  • Experience estimating and bidding commercial plumbing work; comfortable in front of property managers and facility directors.
  • Experience coordinating service schedules and managing field crews and resources.
  • Valid driver's license and acceptable driving record.

Competencies

----------------

  • Effectively leads and develops tradespeople.
  • Demonstrates operational discipline and code compliance.
  • Strong problem solving and field decision-making under pressure.
  • Comfortable owning revenue and growth targets, not just operational ones.
  • Collaborates and communicates effectively across trades, dispatch, sales, and ownership.
  • Demonstrates a consistent commitment to safety and quality.

Compensation

----------------

This is a union Foreman/General Foreman position under the UA Local 5 / Mechanical Contractors Association Collective Bargaining Agreement (effective August 1, 2025 – July 31, 2028), on top of the Building Trades Journeyman base wage of $55.30/hour straight time:

  • Foreman: minimum 6% above the current licensed journeyman wage if uncertified, or 8% above if certified through the joint Association/Union Training Program.
  • General Foreman: minimum 10% above the current licensed journeyman wage. Required on any job carrying more than one Foreman.
  • Full fringe benefit package paid on top of wages — Medical, Pension, Retirement Savings, Apprenticeship, Industry, Promotional, and International Training Fund contributions, per the CBA schedule.
  • Company vehicle and tool provisions per CBA Article IX and vehicle-use policy.

Why CFSI

------------

This isn't a maintenance-mode management job — it's a build role. You'd be the operational and growth leader for a brand-new division inside a 25-year, established Mid-Atlantic mechanical company, with an existing base of commercial property clients already asking for plumbing. How you run this division in year one sets the standard for how it scales.
